About Anna
Anna Vinals Musquera is Senior Policy Analyst and Head of Online Expression and Safety at New York University’s Center on Technology Policy. At CTP, she examines how emerging technology regulation shapes platform accountability and digital safety frameworks in the United States. Her work focuses on age assurance, Section 230 reform, state level online expression and child safety regulation, social media design governance, and privacy law. Her research has been published in academic and policy outlets and cited in U.S. congressional and House of Representatives materials addressing AI related consumer protection issues. Prior to joining NYU, Anna practiced for six years at international and European law firms, advising on regulatory, privacy, and cross border technology matters. In summer 2025, she conducted applied legal and empirical research on cyber enabled fraud and technology regulation with the National Cyber Forensics and Training Alliance, where she presented findings to more than 200 participants across law enforcement, government, and private sector organizations. Anna holds an international J.D., an LL.M. in International Law, and a Master of Science in Global Security, Conflict, and Cybercrime from New York University.
